How Much Does HMO Management Cost in Wales?

Pricing models, what's actually included, the extras that catch landlords out, and a worked example so you can judge whether the fee earns its keep.

Ask ten agents what HMO management costs and you'll get ten different answers, most of them starting with “it depends”. Which is true, but not much use when you're trying to underwrite a deal.

So here's the straight version. Across the UK, full HMO management typically costs 12–18% of gross monthly rent, plus VAT , noticeably more than the 8–12% you'd pay on a standard single let. Some agents quote 8–15% depending on region and service level, and a few charge a flat fee per room instead. The premium over a single let isn't padding: an HMO means more tenants, more turnover, more maintenance calls, room-by-room inspections, and a compliance workload that a family let simply doesn't have.

The percentage on the front page of the brochure is only half the story, mind. The real number is what you pay across a full year, extras and all.

The three main pricing models

1. Percentage of rent (the most common)

You pay an agreed percentage of the gross rent collected, month in, month out. Simple to budget, and the agent's income rises and falls with yours, which keeps their interests roughly aligned with keeping your rooms full and your rents at market rate.

2. Flat fee per room

Some managers charge a fixed monthly amount per room regardless of the rent achieved. Predictable, but be careful: a flat fee that looks cheap on a low-rent room can quietly become expensive as rents rise, and it gives the manager less incentive to push your room rates upwards.

3. Tenant-find only

You do the day-to-day management yourself and pay the agent solely to fill rooms,  typically 75–100% of one month's rent per room. Fine if you live nearby, know the Renting Homes (Wales) Act inside out, and don't mind the 7am boiler calls. In an HMO, tenant turnover is a fact of life, so these per-room fees recur far more often than single-let landlords expect.

What a full management fee should include

A proper HMO management service, as opposed to a lettings agent who'll “have a go” at an HMO, should cover the lot:

  • Marketing rooms, viewings, referencing and right-to-rent checks
  • Written occupation contracts compliant with the Renting Homes (Wales) Act 2016
  • Rent collection per room and arrears chasing
  • Routine inspections and maintenance coordination, including communal areas
  • Compliance tracking: gas safety, EICR, fire alarm testing, licence conditions and renewals
  • Deposit registration and end-of-tenancy handling, room by room
  • Dealing with the council, licensing queries, inspections, amenity standards

That last point matters more in Wales than almost anywhere. Between Rent Smart Wales, council-specific amenity standards and additional licensing schemes, the compliance layer here is thicker than over the bridge, and it's the manager's job to know which council wants what.

The extras that inflate a cheap-looking quote

This is where headline percentages mislead. One industry breakdown worked through a “12%” quote on a five-bed HMO that actually cost 17.3% of gross rent once VAT, per-room tenant-find charges and contractor markups were added. Same property. Same agent. Five points of difference.

VAT 20% on top of all fees, most established agencies are VAT registered, so always ask whether quotes include it
Tenancy changeover fees A set-up or tenant-find charge every time a room turns over, and HMO rooms turn over often
Contractor markups 10–15% added to maintenance invoices for arranging the work
Compliance admin fees Separate charges for arranging gas certificates, EICRs or licence paperwork
Inventory fees Per-room check-in and check-out charges
The one question that cuts through it allDon't ask “what's your percentage?” Ask: “for a five-bed HMO with typical turnover, what will I pay you in total over twelve months, including VAT and every extra?” Any manager worth hiring can answer in writing.

A worked example: five-bed HMO in Newport

Let's put real numbers on it. Room rents in Wales have climbed hard,  up 40% in five years to an average of £586 a month, with roughly 3.8 renters competing for every available room. Newport now averages around £575 a room, having overtaken Swansea (£539) back in 2024.

So, a five-bed Newport HMO at £575 per room, fully let:

Nearly six grand. Sounds steep in isolation. Now look at what it's measured against:

  • One void room costs £575 a month. If professional marketing, sensible pricing and quick turnarounds save you just two room-months of voids a year across the property, that's £1,150 recovered, a fifth of the fee before anything else is counted.
  • Arrears are per-tenant risk, times five. Robust referencing and early arrears chasing on five separate occupation contracts is a very different job from managing one family tenancy.
  • One compliance failure can dwarf a decade of fees. Operating a licensable HMO without meeting the requirements can bring fines of up to £30,000 plus rent repayment orders. On this property, a 12-month RRO alone would be £34,500.
  • Your time isn't free. Five tenants generate more messages, more maintenance and more admin than most landlords expect, particularly if you're managing from Amsterdam rather than Abertillery.

That's the honest arithmetic. Good management doesn't make a bad HMO good. What it does is protect the income of a decent one, and in a market where HMO landlords typically spend around 30% of gross rent on running costs, the difference between well-run and badly-run is frequently the difference between a property that washes its face and one that quietly bleeds.

So what will it cost you?

Genuinely: it depends on the property. Number of rooms, condition, location, licence status, whether bills are included, and how much work is needed to get it compliant all move the number. Anyone quoting you a precise fee before asking those questions is guessing.
